Syria Plans to Join Paris Climate Agreement, Isolating US

But comments on social media were directed more at the United States and Donald Trump. Nicaragua's left-wing government, which originally denounced the plan as too weak, signed up last month.

Syria was the last United Nations member state not to have signed the accord after Nicaragua did so last month.

Meyer said businesses, mayors, cities and other groups were also stepping up actions to limit a rise in temperatures that scientists say are stoking more downpours, heat waves and rising sea levels.

While the Obama administration initially signed on to the agreement in December 2015, President Trump voiced plans to leave it this June, claiming that switching over to clean energy will hurt the USA economy.

Syria must submit their "instruments of ratification" at the United Nations headquarters in NY before their adherence becomes official, he added.

The United States ratified the 2015 pact but US President Donald Trump announced earlier this year that he would pull out, saying the pact did not serve US interests.

Environmental organizations around the world praised Syria's decision.

On June 2, former Secretary of State John Kerry of the Obama administration called the USA withdraw from the Paris agreement "one of the most cynical and frankly ignorant and risky, self-destructive steps that I've seen in my entire lifetime in public life".

A statement from the State Department this summer saying that the USA had submitted its withdrawal request said the delegations would be sent to "ensure all future policy options remain open to the administration".

"They were the last party to the UN Convention to sign the Paris Agreement", he said, referring to 1992 UN Framework Convention on Climate Change (UNFCCC), the bedrock treaty for UN climate talks.

The only other previous holdout, Nicaragua, announced in September that it would join the pact.

"With Syria's decision, the relentless commitment of the global community to deliver on Paris is more evident than ever", Paula Caballero, director of the climate change program at the World Resources Institute, said.

On Nov. 3, the Trump administration released its National Climate Assessment, a federal report that has been mandatory since 1990.

"It is extremely likely that human influence has been the dominant cause of the observed warming since the mid-20th century", the assessment stated.
