The Daily Telegraph has obtained exclusive footage of conditions inside the Manus Island Detention Centre as around 600 refugees and asylum seekers refuse to relocate. "This place is not a safe place", Mr Boochani said last week as power, water and food supplies were cut off.

"The Manus centre was established for the sole reason of processing asylum claims".

The letter also referred to the PNG Supreme Court's November 7 decision to reject an application by refugee Behrouz Boochani which sought an interim injunction to stop the relocation of the men, saying, "You have no legal basis to remain in this compound".

The men inside the camp, who include asylum seekers from Afghanistan, Iran, Myanmar, Pakistan, Sri Lanka, and Syria, said they will continue to defy attempts to shut the camp. He warned that "appropriate means" would be used to "apprehend individuals who are causing unnecessary anxiety and violence".

"The refugees are extremely scared by immigration threat but still saying we will not leave this prison camp for another prison camp", he tweeted.

The detention camps' conditions have been widely criticised by the United Nations, refugee advocates and medical professionals.

Pyne, speaking on his regular political commentary sport with Federal Labor MP Anthony Albanese, says they have refused to take other available options, including access to new accommodation facilities or returning to their country of origin.

But so far just 54 refugees have been accepted by Washington, with 24 flown to the U.S. in September, under a deal struck with former United States president Barack Obama and bitterly criticised by his successor Donald Trump.

He said the legal advice from government lawyers based on domestic and worldwide law is that Australia is still responsible for any persons transferred to PNG under the regional resettlement arrangement, as they have initially sought asylum in Australia and Australia has an obligation as a signatory to the 1951 refugee convention.
