Keystone pipeline in South Dakota shut down after leak detected

The pipeline from Hardisty, Alberta to Cushing, Oklahoma and to Wood River/Patoka, Illinois "is expected to remain shut down as we respond to this incident", the Calgary-based company said in a statement.

A TransCanada crew shut down the pipeline at 6 a.m. Thursday morning after detecting an oil leak along the line, the company said.

Amherst is about 200 miles north of Sioux Falls, S.D., and about 25 miles from the state's border with North Dakota.

The section of pipe in Marshall County, South Dakota, has been isolated and the company says emergency response procedures were activated.

Crews, assessing the situation include TransCanada specialists from emergency management, engineering, environmental management and national safety experts, the press release said.

At least 210,000 gallons of crude oil derived from oil sands-a thicker, sticker type of oil than conventional crude-spilled from the pipeline into an agricultural area, according to South Dakota's environment and natural resources agency.

A leak and spill in southeastern South Dakota in April 2016 prompted a weeklong shutdown of the pipeline.

"Ultimately, the cleanup responsibility lies with TransCanada, and they'll have to clean it up in compliance with our state regulations", Walsh said.

When TransCanada first proposed Keystone I, the company promised a state-of-the-art pipeline which would "meet or exceed world-class safety and environmental standards". In 2010, the first year it was in use, there were 35 Keystone leaks in the United States and Canada.

President Donald Trump issued a federal permit for the project in March even though it had been rejected by the Obama administration. That's the equivalent of 5,000 barrels of oil.
