As President Trump delivered his inaugural address on the steps of the U.S. Capitol, his new national security adviser, Michael T. Flynn, sent a text to a former business associate telling him that a plan to build nuclear power plants in the Middle East in partnership with Russian interests was "good to go", according to a witness who spoke with congressional investigators.

Flynn attempted to "manipulate the course of global nuclear policy for the financial gain of his business partners", and assured a business partner the U.S. would relax sanctions once he worked in Trump's White House, Cummings wrote to House Oversight Chairman Trey Gowdy, R-South Carolina.

On Inauguration Day, according to the letter, the whistleblower met with an individual who was working with Flynn to promote a project with Russia, Alex Copson, who told the whistleblower that Flynn would ensure the sanctions would be removed, paving the way for the project to continue.

"I believe the American people want Congress to hold President Trump and his administration accountable", Cummings wrote, "and they are exhausted of Republicans in Congress putting their heads in the sand when faced with credible allegations of grave abuses". The administration has not lifted sanctions on Russian Federation.

According to the whistleblower account, Copson said Flynn was making sure sanctions would be 'ripped up, ' which would allow money to start flowing to the project.

According to a whistleblower who contacted the lawmaker, the businessman said Flynn had told him that sanctions on Russian Federation would be "ripped up" as a priority in the new Trump government to help the nuclear scheme go ahead.

Prosecutors "asked my office to hold on the public release of this information until they completed certain investigative steps", Cummings wrote. ACU was pushing a nuclear project in the Middle East that Flynn is said to have lobbied for while in the White House.

Neither Copson nor an attorney for ACU responded to a request for comment.

The whistleblower took note of the time stamp on the text on Copson's phone, which was 12:11 p.m. "Mike has been putting everything in place for us", Copson then reportedly said. "They have now informed us that they have done so".

Mr Flynn was a consultant to the firm for 14 months from 2015-16, according to amended financial disclosure forms he filed in August this year.

Cummings told Gowdy in his letter that he found the witness "authentic, credible and reliable".

Flynn's lawyer did not respond to a request for comment on the latest claims. And one of the companies involved in the project covered his travel expenses and wrote him a check for $25,000 for the trip, though it's not clear if Flynn cashed the check.

Cummings did not identify the witness, whom he described as a whistleblower.
