Perhaps most intriguingly of all, Cummingswrites that he told Special Counsel Robert Mueller's team about all this some time ago - and that they asked him to delay publicly revealing this information "until they completed certain investigation steps".
Now, Mr Cummings wrote, he and his colleagues have been authorised to to go public with the information.
Mr Cummings said the source was "authentic, credible, and reliable", and offered to introduce the individual to Mr Gowdy. The whistleblower saw that the time stamp of the message was 12:11 pm, but did not read the text.
Flynn had worked as a consultant for ACU Strategic Partners, the group pushing the proposed nuclear deal, in 2015 and 2016.
As the whistleblower chatted with Flynn's associate during an Inauguration Day celebration on January 20, Flynn sent texts saying the associate's nuclear proposal was "good to go", the whistleblower said.
"This is going to make a lot of very wealthy people", Mr. Copson said.
ACU Strategic Partners has declined comment or make Mr Copson available for an interview.
